It's pretty clear to me that several of the points under "Clarification / Adjustment to Rules" actually do overrule the standard rules. We have several "Do not ..." amendments. So it's not at all obvious that the bit about the overview doesn't also overrule the general rules. My impression is that "The standard rules do apply..." means where nothing else is stated.

If I remember correctly, the argument that lead to this addition to the rules was that "a listing of contents'" was not an overview.  This was especially true if the box set had an overview as well as a listing of contents.  While I agree that it was an unnecessary addition, it was the only way to silence the naysayers and ensure that we could add them...which is what most of us wanted.
