Also supposedly it isn't just the phrase "bush hid the facts" but a sequence of characters that is similar.

The text is displayed as garbage because Notepad wrongly detected it as UTF-16. When you save the file again it will remain UTF-16.

As UTF-16 contains a file header (byte order mark) Notepad do not have to guess the encoding and hence can't get it wrong.
