Agreed; in fact a swift browse shows that Warner Home Video seem to make almost all their UK locality discs in Sweden - they presumably have a large pressing and distribution plant there.

Whilst the present system isn't perfect, in that it is sometimes hard to determine locality without recourse to discussion, judging by the database at present I think the problem is miniscule comapred to trying to find a 'new' way of defining it and all the trouble that would cause.  Eg. if we went by EAN/UPC we would have masses more "these 4 releases all have the same EAN" problems.

Could this be a combined German-Swiss (and perhaps Austrian) release?
We have a similar phenomenon over here with Benelux releases which can go in both the Netherlands and the Belgium locality. They always have a Dutch rating, as Belgium does not have a DVD rating system of its own.
I don't know if there is a Swiss rating system (or an Austrian one) - in any case, the fact that there is a German rating on the cover should make Germany a safe bet for locality, as the German rating tells you this release was at least ALSO intended for the German market.
