Must be an American Keyboard, not an English. 
No, serious, it must really be like this. Look at this page:

Next to the nationalities are links to the graphics of the different keyboard layouts.
Looks like American keyboards don't have this function.

Imho it's not part of the graphic and also not similar to the Trademark sign, it's part of the writing/title, so it has to be with accent.
And if no accent is on cover, but the original title (if you take it according the rules) has an accent you've to fill in both.

I've had several US keyboards where the Alt key on the left locked Alt on; to shut it off you had to hit the right Alt key. 

I hate that.

My Dell keyboard at work with two Alt keys doesn't do that either.  They're probably hardwired to equal the same key.

I'm tempted to open it up to see.

I have two versions, one with the accent, one without.  My Keyboard has Alt Gr which activates accented characters when held down.  Can't do umlauts though!

I always bring up the character list in my word processor and copy and paste. Holding alt and typing 130 also works, but I can never remember that.

I'm wondering why he doesn't have one. He often brings in good posts to a discussion, so this should also be honored from the other users.
Why treating him different like other users? just because there is some kind of "antipathy" against him in the forum.

If I am not mistaken that changed Ace. I believe Ken said that once he started with the Moderators that all the red arrows does is brings posts to the attention of the Moderators.
