First I'll point out that this topic is
not an anime specific thing, this covers all of full length ADR* work done for theater or video release localizations. For some reason tho animation, and in particular anime studios, seem to more often be better at providing credits for the cast & crew doing that work. (and not just a few words on the sleeve, but a full credits section on the scroll and/or in a separate credits area of the disc features)
*meaning a complete new speech soundtrack in a new language, and not a post production re-recording for cleanup/background/SFX purposes of the main track... (which I think is called "looping"?)

As the current only nay voter on Appleseed I'll say that, as I understood it, this type of ADR
crew were considered unit crew and as such not included, tho these ADR
cast has always been allowed having been considered of significant value & interest. (and excluding them would have banned practically all cast entries for animated productions)

For this particular contribution tho, the divider structure presented is also rather confusing as it uses group dividers splitting only some of the categories. Since crew entries are automatically self-sorted by department, IMO using a single Episode divider to completely split Sentai's ADR staff out as a whole group would have been preferable to keep that separation clear... and would closer match the on-screen credit group separation layout.

Pixar's unusual tho in that they often do parallel production for several languages, so one could maybe say that for those particular languages those staff might also count with the root production (at least the ones presented on the particular disc... not sure it would be of any benefit to list ADR crew for a language not presented.) However, for clarity it's probably still best to use some manner of divider, and there might still be some proof needed that they were part of the original production team.
Tho most new language ADR work often happens months or years after original production, usually a different studio in a different country and not associated with the original staff or studios. Even the dub work itself can be yet another studio from the one that's releasing the work in a given locality.
While IMO they are relevant and significant (if you're using the dub track, that is after all a big piece of what you're viewing), we'd probably need some sort of basic guideline of how to differentiate those multiple staffs. Maybe that's a discussion for the Contribution Rules area tho...
