Which firewall?
You need the settings section on how to allow a designated program through the firewall. There is usually a setting for which direction is OK'd, and you can set both. The main issue is finding out where that section is.

Only firewall I see is "Windows Firewall" is there another that I should be looking for ?

No.
It's just I am familiar with setting in others. The same settings in general should apply to Windows Firewall.
"Known Programs" or similar designation and as DVDP Mobile.
Or exceptions. You may even find it on a blocked list and have the option to make it a preferred program.
Like I said, I'm not that familiar with Windows firewall.

Routers can have firewalls too.
