Yeah, right . I was expecting to apply the refund to my Metal Detector purchase which I will now have to postpone. This makes no sense at all. How is this supposed to help the already failing California economy? Most folks that receive a refund from the state put it right back into the economy thus bolstering it. Try calling your phone or utility company and ask them if they'll accept an IOU. They'll laugh you all the way to court. What a way to run a state.

I was living out there when Reagan was governor and left office with a huge surplus.  After watching the way the follow-on administrations dug the state into a financial hole for nearly twenty years, I moved back to my home state.  If you guys could get rid of the burden of paying for all the illegal aliens in the schools and health care, you'd be solvent overnight.  Good luck.
