I have a problem with a The Simpsons DVD from season 2. Is it normal that episode 1 of disc 2  has quite a lot of shaky video and it comes unsharp (weird striping of the lines like if it was a kind of an interlace is occuring). The quality is bit weak.

That definitely sounds like a fault, if you'd just bought it I'd take it back to the shop.

I need to know for sure. I lost my ticket so can't go back to the store unless they recognize me.
thanks in advance!

May not be a fault the of the DVD, are you upscalling?  This weird interlacing effect you describe can happen with animated films when they are upscaled.
Are you local?
This is a local shop the strangers you would bring would not understand us, our customs, our local ways.

No.
And what with the shaking video. It's not constantly but it often happens in episode 1 and 2 (less then in 1) on disc 2 of season 2.
I watched the disc on my PC and the problem still occurs.

The show is animated at 30fps. The conversion from 30fps NTSC to 25fps PAL will cause issues when deinterlacing.

American live action TV shows on the other hand are shot at 24fps like film so the conversion to PAL is a straightforward 1fps speed up, and this problem doesn't crop up.

So what I have is normal then? I should watch the same episodes on my TV when they are aired.
I noticed it on other dvd's from season 3 as well, I guess it's normal.
