It's during the scene where the gangsters are running all over town causing chaos...I know it has Pacino throwing tons of money in the air as well, and shots of newspaper headlines. It's a fast-paced song, kinda swing-ish sounding, and I think it might be by Madonna. Anyone know?

Some googling leads me to beleive its "Back in Business" by Madonna/Stephen Sondheim

That's what I thought...but from listening to that song, it sounds nothing like what's in the movie - even though I would swear that she says "Back in Business" in the song.*shrug*

Nah...that's definitely NOT "Back in Business". I'm not even sure that's Madonna.

According to this site:

Madonna had written a song called "Back in Business" for the montage sequence which followed the incarceration of Dick Tracy (when all the crooks come out and take over the city). However, no one was pleased with it and Beatty, with the pressure of a screening a month away, prevailed on Sondheim to write a new "Back in Business". In the song, Sondheim used words like "bang" and "boom" specifically to punctuate images of explosions and the like, although when the montage was finally edited it didn't exactly conform to his wishes

Ok, the song your referring to (the one widescreen posted) is the one I thought you were talking about. And seemed to fit with the info from the site i found. Also the title fits the song. But if thats not the Madonna one, then i'm at a loss to what its name/artist is. but now that i can remember the words/tune i'll see if i can come up with anything else.
