@Europeans: customs-free limit will be raised

When you order something froum outside to the EU you have to pay customs (Zoll, 3.5% on value+shipping in Germany) and VAT (Einfuhrumsatzsteuer, EUSt, 19% on value+shipping+customs in Germany) on it.

When the value+shipping of the package is less than 22€ you pay neither. From December, 1st this limit will be raised to 150€ which means importing DVDs becomes way cheaper.

Great news! The ridicolously low €22 limit applies in Italy as well.

Are you sure this goes for VAT as well and not just the "zoll" ? Huge difference since our VAT is 25% but the zoll is only 3.5% (or was it 4% I don't remember exactly).

According to the german customs department it applies to both. I cannot confirm for this for the entire EU.

What were your customs rules until now?

From the description in your first post, same as yours I beileve (except for the 25% VAT rate).

Oh, and the post office charge a fee of 63kr (SEK) on top of all that for doing all this nice work for you.

Talking from the German perspective (same might apply for other countries as well though):

This change does not affect the VAT (value added tax = Mehrwertsteuer), but that's only because you're never subject to that kind of tax if you import goods.

The customs office adds the Customs duty (=Zoll) (3,5 %, based on the value of the goods and the shipping costs) and taxes that amount with the turnover tax on imports (=Einfuhrumsatzsteuer) (that has the same per cent value as the VAT in Germany).

As long as the added amount of value of goods and shipping costs do not exceed 22 € (now) or 150 € (starting Dec. 1st), neither customs duty or turnover tax on imports are applied.
