In animated films they usually show a 'coming to life' sort of segment with rough animated of the characters. (and sometimes comparing them to the final animation)
does this qualify as storyboard comparison?
or only when they actually compare the two?

From reading the rules, they do seem fairly specific that some type of comparison needs to be involved, and what you describe does sound like an animatic - an animated storyboard.

It sounds like an equal description of a storyboard comparison. There was also similar thread not long ago.
