The film:  It Came From Beneath the Sea
The credit reads as follows:  "Technical Effects by Ray Harryhausen" 
What it means:  He created/animated a stop motion mechanical model octopus

Should he be credited for Visual Effects, Creature Design, or not at all for the online and just kept local?

I would say Visual Effects.

Visual Effects used stop motion from the early days of movies all the way up to CGI being used.
With this film it's obvious that stop motion was the only way to bring the octopus to life on screen and since he is specifically credited with doing the effects I think he should be credited.


Here is a google search result for a book written by him (and others) about his career called "An Animated Life" which may be of help.

As long as functional equivalents are not allowed, "technical effects" may not be contributed.

If I had my way, he would be credited with both.  As you said, he designed the 'creature' AND brought it to life with stop motion animation. But, that is my personal preference answer, here is my 'rules' answer...

Because the 'Visual Effects' role has a list of acceptable credits, and 'Technical Effects' isn't one of them, he can't be entered there.  The only place you might be able to enter him is 'Creature Designer'.  I say 'might' because there are no associated credits for that role and he did design the octopus.  Even then it would be a stretch as he isn't credited with creating a creature.
