I couldn't find anything specifically regarding this in the rules. The rules state "The main database should contain information about legal, professionally produced discs. Do not contribute "bootleg", other illegal DVDs, or privately created DVDs"
A screener isn't a bootleg or illegal, but it's not commercially available either. I've ended up with one in my collection and I wasn't sure if I should simply keep it local (somehow it ended up in our store inventory, and since it's illegal to sell them I just took it home - we probably bought it as part of a box lot of DVDs, because our buying rules tell us not to buy them).

"DVD Video, HD-DVD Video, and Blu-ray Video" discs (including MiniDVD): These discs contain movies, television shows, music performances and other professionally-produced and sold DVDs. No CDs, DVD-Audio discs, video games, Video CDs, or VHS titles will be accepted.

This would not apply to OOP commercial titles as they are still available for sale either used or new . Also, OOP were legally for sale at some point, screeners weren't. I know some used outlets will sell screeners now and then, some probably have dozens of them. But they aren't supposed to be sale, not now not ever, which is why I agree to keep them out of the DB.
