So I watched this flick the other night and Gerald was clearly seen in it, but I couldn't quite tell if it was just re-used footage, unused takes from the first film, or new scenes entirely. Web search has concluded it was recycled footage, he shot nothing new for the sequel, but not all of it looked familiar to me.

If outtakes or other unused scenes were used, should he get an uncredited role credit? I'm guessing for recycled stuff we would say no, but Crispen Glover is credited on BTTF2 (have to check if it's legit as it's not my audit), and this article says the same thing happened there.

I'm torn and he's uncredited on my local until further notice.

In my eyes... if it shows him (video footage) in the film... and he is not credited he can be added with Uncredited.

The inclusion of Gerard Butler would open the inclusion of all those victims that are shown in a flashback in horror/slasher films - Or maybe the opening montage of the Roger Corman series.

Archive footage is any film or video that can be used in other films. It's not limit to historical archive footage.

It is still archive footage. Whether the footage is previously used or is an unused outtake is irrelevant. If it was not shot for the film in question but for an earlier production it is by definition archive footage.

Footage shot of Boris Karloff for the Mummy (1932) is re-used in at least 2 other films: The Mummy's Hand (1940) and The Mummy's Curse (1944). This was Universal using 'archive footage' of Karloff without his knowledge or approval (not that they needed it). Karloff did not make/had no involvement in the making of 'Hand' or 'Curse'. 

Having said that....makes no difference to me what gets entered into the online.

This is nothing new.  There are shows, like Stargate, that actually include this as part of the credited cast.  Since those get entered, per the rules, it makes no sense to leave them out when they are uncredited.
