This is the cover of the German Blu-ray of 'the crow'.
For now the title is 'The Crow - Die Krähe', with original title 'The Crow'.
The rules say:
"If the title appears in multiple languages, use the title that matches the language of the locality and do not include an alternate title ( for instance in another language)."
So should the title be changed to 'Die Krähe'?
Does it matter that the font size of the German title is way smaller?

Not again...

I know the rules, but fortunately here in Germany most people ignore this stupid rule!

Nobody knows this movie as "Die Krähe" - this movie is called "The Crow"!

It's stupid enough to get the German translation as a subtitle, but please don't turn this into a title.

The sentence from the rules you are quoting is aimed at multi-language releases (e.g. for the Benelux or the Skandinavian states) that have titles and overviews in more than one language on the cover. In this case you should create for example one profile with Danish locality using the Danish title and one profile with Norwegian locality using the Norwegian title.

This is not the case here. "The Crow - Die Krähe" is the German title of this film, it was also released in cinemas like this.
Recently bought films:

The Matrix [Blu-ray] | Shirins Wedding [DVD] | The Graduate [Blu-ray] | Prometheus [Blu-ray 3D] | Hwal [DVD]

Even the FSK (German MPAA) has the DVD/BluRay under this title: PDF-Source

And yes, we know they are fugly, but what can you do.

How about ...

Title: Die Krähe
Original Title: The Crow

This way we don't create unnecessary new Cast and Crew entries for The Crow.

It's very common in Germany to give a movie a combination of English title and German subtitle as complete German title. It looks stupid when this subtitle is the direct translation of its original title but sometimes it happens. Another example is the movie The Village with its German title The Village - Das Dorf.
Taking only the German or the English part as title would be wrong. The combination makes the German title.
Think different

Everything will be okay in the end. If it's not okay, it's not the end.
